Allow you to thank for explanations of structure of your program. It is necessary to tell, we were most of all interested by a source of occurrence of figure 0,035.  You have answered me, where these materials to look, but have not told, whether it is possible to change something. However in Appendix 3 in a footnote 2 we have read, that «These values reflect a compromise until a new large external study supported by the EC (DG Environment) will be completed». If translation into Russian correct, «will be» means, that someone about a technique still thinks.

If it is true, the big request to transfer our letter to those who do it.  We to them will have questions and offers on teamwork.

DEAR COLLEAGUES,  

“MARCO POLO” is a noble program. With a great interest we studied your work on realization of this program. This interest is not casual: by the order of Moscow Parliament (Russia) in April 2004 we finished the scientific research work on calculation of the social-ecological damage from the motor transport in Moscow. Our work contained the detailed calculation of the evil consequences of all harmful factors available then – see the table. The thorough damage to the population is about 2 billion euro a year, i. e. 200 euro per head or 600-800 euro per a family. As it was supposed, that sum should be reimbursed at the expense of the owners of motor-cars. But so far the necessary decision is absent.

 Though an alternative way was envisaged: to stimulate the transfer of cargo traffic into the rail and see-borne freight. I agree that this way is more real. Our way is not simple politically. But time will show.

 

 We propose you a joint work on calculation and mapping of a thorough social-ecological situation in Europe.

  It will be an interesting and useful work. Some new additional factors can be regarded that we have missed: carcinogenic and mutagenic impact of the tire dust. As it is supposed, the suffered damage from it is not less than from hydrocarbons of the car exhaust. So, our hope for the purest fuel is only a half-way policy.

Now we can determine a moral damage and the effect tin rubles, dollars, euro. One should take into account even the national traditions when planning main roads and country roads: through, near or a long way from settlements (the tire dust acts within 100 – 300 m).

All this has a definite practical sense: a social-ecological map will allow every town constructing its own priorities for your program. Besides, the expected effect for residents of each town lets the latter allot additional funding for participants of your program. There will be taken into account the impact not only from the motor transport but also from local industry and even from harmful flora and fauna.

All our materials were published in the book “AUDIT OF EFFICIENCY” at our website http://talant-abc.narod.ru, point 16. And we are interested in working together with you (as we hope, with the use for both).
